ABOUT HALİL POSBIYIK
Born on July 2, 1945 Halil POSBIYIK opened his eyes to world in Karadeniz Ereğli.
Upon graduating from primary and secondary schools in Karadeniz Ereğli, he completed high school in Zonguldak. Before receiving his Bachelor’s degree in civil engineering, he completed his university education in İstanbul.
His professional career began when he became the Civil Works Manager in the Karadeniz Ereğli Municipality.
Between 1974 and 1994 he served as both an engineer and administrator in Ereğli Iron and Steel Works Co.
Before his political actions, Halil POSBIYIK pioneered the foundation of Ataturkist Thought Association in Karadeniz Ereğli and undertook the founding president duty for the first time in a district in Turkey.
By embarking on the reconstruction of the Turkish Education Association in Karadeniz Ereğli, he became the founding president in the association’s local branch. He also put a lot of effort into the construction of the current building in which TED Karadeniz Ereğli College continues to educate its students.
In the local elections of 1994, the public granted Halil POSBIYIK the position of the Mayor of Karadeniz Ereğli.
POSBIYIK was elected for the third time as the Mayor of Karadeniz Ereğli by receiving %65 of the votes in the Local Administrations Elections carried out on March 28, 2004.
POSBIYIK became a candidate from CHP in the March 29, 2009 elections. He was elected the Mayor of Karadeniz Ereğli for the fourth time thanks to the huge support of Ereğli people, %55 of whom voted for him.
As a result, he became the first mayor voted for four consecutive times.
POSBIYIK was voted to be the Mayor again on March 31, 2019 elections receiving %54 of the votes and became the Mayor of Karadeniz Ereğli for the fifth time by receiving 11.000 more votes than his opponent.
He became a pioneer in the foundation and constitution of Karadeniz District Representatives Association to which the democratic mass organisations are connected. Also, he acted to prevent Erdemir’s benefits being made available to a private company under the name of “privatization” for three years. He persisted in his campaign by saying “Erdemir cannot be sold” before each attempt for privatization.
A city with limited social activities broke its shell with Mayor POSBIYIK. The love, Peace, Friendship Culture and Art Festivals as well as Strawberry Festivals brought many colours to the city’s economy and lifestyle. The festivals’ fame soared the borders of the country. It received Turkey’s Biggest Festival Award.
The year is 2002. Karadeniz Ereğli broke a world record. The city entered the Guinness Book of World Records with the world’s longest barbeque (2002 meters).
POSBIYIK was also elected by the mayors in Turkey the Vice President of the Municipalities Union of Turkey representing all the municipalities in the country.
POSBIYIK was presented with the Mayor of the Year Award by many non-governmental organizations, national and local media institutions and foundations owing to his work and success.
He initiated the attempts for the Twin Towns project for the first time between Turkey and Greece. Despite all the political negativities, Karadeniz Ereğli and the city of Hydra in Greece became “Twin Towns” thanks to the efforts in 1995.
POSBIYIK received the International Abdi İpekci Peace Award in the communication category thanks to his contributions to world peace in 1996.
Although Turkey is not a part of the European Union, Karadeniz Ereğli was given a right for membership in various EU commissions with the suggestion of Hydra.
He pioneered the foundation of Zonguldak and Surrounding Municipalities Union which brought together the municipalities in Zonguldak and its surroundings in addition to acting as the founding president.
Thanks to POSBIYIK’s sensitivity as well as his investments regarding environment, Karadeniz Ereğli received the “Environment Charter” given by the Ministry of Environment for the first time in Turkey. In addition, the city also received the “Kriton Curi Environment Prize” given by Boğaziçi University Alumni Association.
With POSBIYIK’s international enterprises, Karadeniz Ereğli was accepted as a full member to the Amptictyony Organisation established by the sister municipalities in EU countries with a shore to the Mediterranean.
He became the founding member of COPPEM (Standing Committee for the Euro Mediterranean Partnership of Local and Regional Authorities) constituted in 2000 and located in Palermo, Italy.
EU Commission deemed Karadeniz Ereğli worthy of the 2001 European Diplomacy Award thanks to POSBIYIK’s diplomatic actions. As a result, Karadeniz Ereğli was declared a “European City”.
Following the practices under the motto “Love, Peace, Friendship”, a commemorative stamp was printed with the photos of POSBIYIK and Kostas ANASTOPOULOS, Mayor of Hydra in 2003 by the Greek Postal Administration Helenic Post to commemorate the first formation of friendship between Turkey and Greece “Hydra-Karadeniz Ereğli, Twin Towns”.
POSBIYIK is married to the retired teacher Neriman POSBIYIK. He is a father to a daughter and a son.
